PCW-DILG-DBM-NEDA Joint Memorandum Circular Nos. 2013-01 and 2016-01 prescribe the Guidelines on the Localization of the Magna Carta of Women, specifically the policies and procedures in mainstreaming gender perspectives in local planning, programming and budgeting, local legislation, project development, implementation, monitoring and evaluation pursuant to RA 9710 or the Magna Carta of Women (MCW). These issuances aim to strengthen relations between and among the local government units and the National Government on GAD Planning, programming, budgeting, project development implementation, monitoring and evaluation and specify the roles of the DILG and the different agencies in the localization of MCW.
Under PCW-DILG-DBM-NEDA Joint Memorandum Circular No. 2016-01, the DILG was tasked as the lead agency in the review, endorsement and monitoring of submission of GAD Plans and Budget (GPBs) and GAD Accomplishment Reports (GAD ARs) of local government units. The City Planning and Development Office (CPDO), on the other hand, is mandated to ensure the alignment of the barangay GAD PPAs with the priorities of the City.
In the City of Caloocan, the CPDO, through the GAD Coordinating Office (CO 0573 S-2015 Art 2 S-98), is tasked to review the alignment of barangay GAD PPAs with the priorities of the City. The DILG Caloocan Field Office, on the other hand, reviews the barangay GAD Plan and Budget in accordance with the JMC.
In order to streamline the review process and properly assist the barangays, the DILG Caloocan Field Office, in partnership with the City Government of Caloocan, through the GAD Office, and the IT Department, set up a system that facilitates submission and review of the barangay GAD Plan and Budget and Accomplishment Reports.
